This contains a binary distribution of Festival and parts of the
Edinburgh Speech Toolsm for Windows (I believe, 95, 98, NT and
probably 2000 too).  This is not intended as a public distribution (we
can't support thousands of random windows users) but should aid the
people we are working closely with.
